Scroll DAO proposes transitioning into a dedicated network for AI privacy applications and migrating SCR to the Ethereum mainnet.

TechFlow: On Nov 4, per a proposal on the Scroll official forum, Scroll DAO launched a protocol upgrade plan to transform Scroll into a permissioned dedicated network tailored for privacy-focused AI applications, and migrate SCR to the Ethereum mainnet.

The network will establish an AI product ecosystem centered around Compass, Compass API, CENO, USX, and SCR, with a focus on supporting privacy-preserving AI interactions, identity credential verification, AI agent workflows, payments, and compute resource coordination.

The proposal stipulates that following SCR's migration to the Ethereum mainnet, the token supply and overarching economic model will remain unchanged with no dilution. SCR will continue to function in network governance while also participating in the governance of USX's core parameters. USX will operate as a USD-pegged stablecoin designated for pricing AI services, funding task budgets, and settling payments with service providers.

The new network will operate under a permissioned model, utilizing zero-knowledge proofs (ZK) to guarantee privacy and verifiability, while employing on-chain rules to govern AI agent permissions, spending caps, and settlement conditions. Scroll confirmed that the technical development and architecture design for both the network upgrade and SCR migration have been completed, with full deployment scheduled for late 2026. Detailed timelines will be released via official channels.

This proposal is currently pending review by the Scroll DAO community, which has requested that the network upgrade and SCR migration be voted on as a single consolidated proposal.
