US Media Reveals Details of Vance’s Letter to Iran: Direct Talks Proposed, Istanbul or Doha Could Serve as Meeting Venue

on October 30, according to The Washington Post, U.S. Vice President Vance has sent a letter to Iran's top hardline leadership expressing willingness to meet with them personally to discuss plans for ending the war through negotiations. A U.S. official familiar with the negotiations stated that the core of the letter is “reaffirming the primacy of national interests in the negotiations, whether for the United States or Iran.” Vance emphasized that the core U.S. interest is “ensuring Iran does not acquire nuclear weapons.” The official explained that Vance summarized Iran’s interests as “rebuilding an economy ravaged by war and sanctions, as well as safeguarding national sovereignty.”

Additionally, Vance conveyed the requirement that “Iran must dispatch authorized representatives capable of negotiating nuclear issues.” Vance’s proactive outreach to Rezaei reflects the Trump administration’s assessment that he is a key figure for U.S.-Tehran contact and the only person capable of driving consensus within Iran to halt the nuclear program. U.S. intelligence officials believe Rezaei maintains regular contact with Iran’s Supreme Leader Mojtaba, and that the two have already communicated in the past few days since Vance’s letter was delivered. The U.S. official stated that if the two sides hold a meeting, the most likely locations would be Istanbul, Turkey, or Doha, Qatar.
