Sources: House Democrats discuss broader crypto market structure bill

on November 5, according to journalist Eleanor Terrett, three industry professionals who have consulted with Democratic staff revealed that House Democrats are discussing expanding Representative Maxine Waters' 2025 Crypto Investor and Consumer Rights Act amendment into a broader cryptocurrency market structure bill, slated for introduction in the next Congress.

The proposal under discussion would incorporate provisions from Waters' previously introduced but unsuccessful CLARITY Act in the House, along with select provisions agreed upon by Senate Democrats and Republicans prior to their September vote to end debate. The discussions involve expanding the regulatory mandate of the U.S. Securities and Exchange Commission (SEC) over the cryptocurrency market while curtailing the authority of the Commodity Futures Trading Commission (CFTC). It may also introduce ethical guidelines to restrict cryptocurrency activities by President Trump and other federal officials. Republicans have labeled it a "political posturing bill."
