Central Bank of Russia: Restrictions on the use of non-custodial crypto wallets do not apply to international settlements.

on October 29, according to TASS, Vladimir Chistyukhin, First Deputy Governor of the Central Bank of Russia, stated that the restrictions on the use of non-custodial wallets in Russia's proposed cryptocurrency legislation do not apply to international settlements, and non-custodial wallets remain permissible for related scenarios.

Chistyukhin noted that during the legislative process, the possibility of Russian investors using non-custodial wallets was discussed, but it was ultimately decided not to allow investors to directly use such wallets for investment purposes to mitigate money laundering risks and strengthen regulation. He added that users can still transfer crypto assets from domestic custodial wallets in Russia to custodial wallets operating on foreign infrastructure before moving them into non-custodial wallets.
