The White House has formulated contingency plans in anticipation of Democrats taking control of Congress, planning to bypass Congress to advance its agenda.

TechFlow, November 1 — According to Reuters, a White House official and two sources familiar with the matter revealed that the White House has been preparing for months for a potential Democratic takeover of Congress, developing plans to use executive authority to continue advancing key parts of its agenda while also preparing for congressional investigations into the Trump administration.

The three sources said that since April, senior officials including White House Deputy Chief of Staff Stephen Miller and budget director Russell Vought have been working with the Office of the White House Counsel to map out executive actions Trump can take without Congressional approval, covering areas such as immigration, tariffs, housing costs, and federal spending. This White House official stated that White House Counsel Wil Shaf and his team are also researching "which actions Trump can legally take independently, where he can exceed the boundaries of his authority, and how to defend those decisions in court."

Over the past month, Trump has been holding rallies nationwide in an attempt to maintain Republican control of Congress. Meanwhile, his aides have reportedly privately begun preparing for a potentially radically different political landscape in 2027.
