OpenAI has renamed data centers to compute campuses.

on November 5, OpenAI released the National Community Compact and Compute Campus Policy Blueprint, referring to AI data centers as "Compute Campuses," and made commitments regarding community engagement, energy costs, and information disclosure.

The compact applies to future campuses owned and operated by OpenAI. It explicitly states that public officials will not be required to sign non-disclosure agreements (NDAs) as a condition for discussions or negotiations, with only limited protections retained for security-related information, trade secrets, or proprietary sensitive information. It will also bear the full costs of electricity usage and supporting infrastructure, protect utility rates for other users, and publicly disclose construction plans as well as impacts related to noise, water usage, electricity consumption, and sustainability.

The policy blueprint calls on federal, state, and local governments to enact legislation restricting mandatory NDAs for public officials, requiring the disclosure of environmental impacts and employment data, and protecting residents from subsidizing the electricity costs of data centers.
